DPMSR Reporting Services in the UAE

Running a gold shop, jewellery store or diamond trading business in the UAE? Then some of your bigger cash and wire deals must be reported to the UAE Financial Intelligence Unit (FIU). The report is called the Dealers in Precious Metals and Stones Report (DPMSR), and it is filed on the goAML portal.

Our DPMSR Reporting Services are designed around how gold and jewellery counters really work. We make DPMSR reporting simple for your counter staff and your compliance officer. If your business is not yet on goAML, we handle the goAML registration first.

What Is a DPMSR?

A DPMSR is a goAML report for qualifying precious metals and stones transactions of AED 55,000 or more. Unlike an STR, it has nothing to do with suspicion. It is required because of the amount and the payment method. A perfectly normal sale can still need a DPMSR.

It was introduced for the sector by Ministry of Economy Circular No. 08/2021.

Who Counts as a Dealer in Precious Metals and Stones?

Any business that trades in precious metals or stones becomes a regulated business (a DNFBP) once it handles cash deals of AED 55,000 or more. In practice that covers:

  • Gold souk traders and retail jewellers.
  • Diamond and gemstone dealers.
  • Bullion traders and refiners.
  • Wholesalers of gold, silver, platinum and jewellery, in the mainland or a free zone.

UAE AML Laws for Gold and Jewellery Dealers

The DPMSR itself comes from a Ministry of Economy circular. The UAE's AML regulations decide when a dealer is regulated, what customer details you must collect and how long you keep them:

“Dealers in valuable metals and precious stones, when carrying out any single cash transaction or several transactions that appear to be linked and whose value equals or exceeds fifty-five thousand dirhams (AED 55,000).”

Cabinet Resolution No. 134 of 2025, Article 3(3)
Law and articleWhat it means for your business
CR 134/2025, Art. 3(3)Your shop is a regulated business for any cash deal, single or linked, of AED 55,000 or more.
CR 134/2025, Art. 9(1)(a)For individual buyers, record the name as on the ID, nationality, address, date and place of birth, and keep a true copy of a valid ID.
CR 134/2025, Art. 9(2)If someone buys on behalf of another person, check they are authorised and identify them too.
CR 134/2025, Art. 25(1)Keep transaction records for at least five years from the date the transaction was completed.
FDL 10/2025, Art. 20Only licensed or registered businesses may carry on a regulated activity.

Which Sales Need a DPMSR?

  • Cash deals of AED 55,000 or more with individuals, residents or tourists alike.
  • Cash deals of AED 55,000 or more with companies.
  • International wire transfers of AED 55,000 or more with companies.
  • Several smaller cash deals with the same customer that are linked and together reach AED 55,000.

Local bank transfers and cheques are generally outside DPMSR reporting. Payment rules can be detailed, so we check your actual payment flows against the current Ministry guidance.

What Is the DPMSR Deadline?

File the DPMSR on goAML within two weeks of the qualifying transaction. A missed deadline is one of the most common findings in inspections, which is why we set up a simple tracker for every qualifying sale.

DPMSR Example

On Monday a customer buys gold jewellery for AED 32,000 in cash. On Wednesday the same customer returns and pays AED 30,000 in cash for more pieces. The two sales are linked and add up to AED 62,000. The jeweller collects the customer's Emirates ID, keeps both invoices and files a DPMSR within two weeks.

What Documents Should Counter Staff Collect?

  • UAE resident: Emirates ID or passport copy.
  • Tourist or non-resident: passport or another valid government ID.
  • Company buyer or seller: trade licence and the ID of the person acting for the company.
  • The invoice, cash receipt or deposit slip, and wire confirmation if relevant.

Tip: train staff to ask for ID before completing any sale that might cross AED 55,000. It is much harder to get documents after the customer leaves.

Does a DPMSR Replace an STR?

No. If a qualifying deal also looks suspicious, for example the customer refuses ID or the cash seems to come from an unclear source, you may need to file both a DPMSR and an STR.

Common DPMSR Mistakes in Gold Shops

  • Missing linked sales that only cross AED 55,000 together.
  • Completing a sale without the customer's ID.
  • Filing late because nobody tracks qualifying deals.
  • Leaving required fields blank, so goAML rejects the report.
  • Thinking a DPMSR covers a suspicious deal, when an STR is also needed.

What Are the Penalties?

The Ministry can take action under Article 17 of Federal Decree-Law No. (10) of 2025, from a warning to fines of AED 10,000 to AED 5,000,000 per breach, and even suspension or cancellation of the trade licence.
